Manitoba Provincial Nominee Program
The Manitoba Provincial Nominee Program (MPNP) is a provincial immigration initiative designed to select skilled workers, graduates, entrepreneurs, and investors who can contribute to Manitoba’s economic growth. The program is closely aligned with the province’s labour market requirements and broader economic priorities.
MPNP regularly updates its In-Demand Occupations List to reflect current employer needs. Prospective candidates are informed of these priorities through official program updates and targeted invitation rounds.

Skilled Worker in Manitoba Pathway
The Skilled Worker in Manitoba (SWM) pathway is employer-driven and targets individuals who are already working in Manitoba and meeting the province’s labour market needs. Priority is given to applicants who demonstrate strong ties to Manitoba through employment, education, or long-term settlement potential.

Manitoba Work Experience Pathway
This stream is intended for individuals currently employed in Manitoba on a valid temporary work permit. It also includes eligible international graduates from Canadian post-secondary institutions who are working in the province.
Applicants must:
- •Be employed by a Manitoba employer
- •Have gained relevant work experience in the province
- •Meet language and employment requirements

Employer Direct Recruitment Pathway
This stream targets overseas skilled workers who have received a job offer from an approved Manitoba employer following an international recruitment initiative coordinated by the province.

Skilled Worker Overseas Pathway (SWO)
The Skilled Worker Overseas (SWO) pathway is designed for skilled professionals living outside Canada who possess experience in occupations that are in demand in Manitoba. Selection is based on skills, work experience, language proficiency, and the applicant’s ability to successfully establish in the province.
Preference is given to candidates who demonstrate:
- •Strong language ability
- •Relevant education and work experience
- •Close family connections in Manitoba

Manitoba Express Entry Pathway
- •Are eligible under another MPNP stream
- •Meet the criteria for the federal Express Entry system
- •Have an active Express Entry profile
Applicants must also have experience in an occupation listed on Manitoba’s In-Demand Occupations List and demonstrate a strong connection to the province, such as close family ties.

Human Capital Pathway
This pathway targets overseas skilled workers with experience in Manitoba’s in-demand occupations who can demonstrate the ability to secure employment shortly after arrival. Applicants are assessed based on their education, work experience, language skills, and settlement potential.

International Education Pathway (IEP)
The International Education Pathway (IEP) is designed for international graduates who have completed post-secondary education in Manitoba. This pathway enables faster nominations by aligning graduate skills with local labour market needs.
Unlike other pathways, candidates are not required to complete six months of work experience in their field before applying.

Career Employment Pathway
This stream fast-tracks nominations for graduates who:
- •Have completed eligible programs in STEM-related fields (Science, Technology, Engineering, and Mathematics)
- •Hold a full-time job offer in an in-demand occupation in Manitoba
Eligible candidates are not required to complete six months of work experience before applying.

Graduate Internship Pathway
This stream is intended for Master’s and PhD graduates who have completed industry-relevant internships that contribute to innovation in Manitoba.
Applicants who have completed Mitacs Accelerate or Elevate internships may apply immediately after graduation. A job offer is not mandatory under this stream.

Student Entrepreneur Pathway
This stream supports graduates from Manitoba institutions who wish to establish and operate a business in the province. Applicants must meet the terms of a Business Performance Agreement before receiving a provincial nomination.

Business Investor Pathway (BIP)
The Business Investor Pathway is designed for experienced entrepreneurs and investors who intend to establish, purchase, or co-own a business in Manitoba.
Applicants are initially issued a temporary work permit and must demonstrate their ability and intent to actively manage a business in Manitoba within two years of arrival.

Entrepreneur Pathway
This stream is for individuals planning to start or purchase a business in Manitoba. Nomination for permanent residence is granted after the applicant fulfills the conditions outlined in the Business Performance Agreement.
Applicants proposing businesses outside the Winnipeg Metropolitan Area may receive priority consideration.

Farm Investor Pathway
This stream is for individuals seeking to establish and operate a farm in rural Manitoba. Applicants must demonstrate relevant farming experience, investment capacity, and the ability to manage agricultural operations successfully

MPNP Points Assessment System
To qualify under the Skilled Worker streams, applicants must score at least 60 out of 100 points on the initial eligibility assessment.
Eligible candidates must then submit an Expression of Interest (EOI), where they are ranked using a points-based system out of 1,000 points. Candidates with the highest scores are invited to apply for a provincial nomination.

In-Demand Occupations in Manitoba
The MPNP is highly responsive to Manitoba’s labour market needs and is driven by employer demand. The In-Demand Occupations List helps identify candidates whose skills align with provincial employment requirements.
This list is updated regularly, and some occupations may be restricted to specific MPNP streams. During EOI draws, priority is often given to candidates working in in-demand occupations.

CLB Requirements
The CLB levels specified in the In-Demand Occupations List represent the minimum language requirements for Skilled Worker pathways. However, certain streams may impose higher language standards.
