Prince Edward Island Provincial Nominee Program
The Prince Edward Island Provincial Nominee Program (PEI PNP) is designed to attract foreign nationals who can positively impact the province's economy. PEI nominates eligible candidates for Canadian permanent residence based on local labor market needs.
The program has three main immigration pathways. The first two include various sub-categories, while the Express Entry pathway allows for quicker permanent residency, often within six months.
Applicants can receive a provincial nomination in two ways. They can apply directly to the PEI PNP outside the federal Express Entry system or create a profile in the federal Express Entry pool and express interest in PEI. If selected, they receive a Notification of Interest (NOI) and a provincial nomination, adding 600 CRS points to their profile, which significantly increases their chances of receiving an Invitation to Apply (ITA) for permanent residence.
The three main pathways are the Business Impact Pathway, the Labor Impact Pathway, and the Express Entry Pathway.
PEI PNP - Business Impact Pathway
The Business Impact Pathway is intended for foreign nationals who plan to invest in and actively manage a business in Prince Edward Island. This pathway is divided into three categories: the 100% Ownership Category, the Partial Ownership Category, and the Work Permit Category.

The 100% Ownership Category
Applicants under this category must establish a new enterprise or purchase an existing one in Prince Edward Island. Requirements include submitting a detailed business plan, actively managing the business while residing in PEI, and signing an escrow agreement with a $200,000 deposit. The minimum investment is $150,000. The business must be a for-profit entity in good standing, maintain its headquarters in PEI, meet all tax obligations, possess assets valued at a minimum of $150,000, and demonstrate economic benefits to the province.

The Partial Ownership Category
This category is for applicants who wish to purchase a portion of an existing business rather than assume full ownership. Requirements include acquiring at least one-third ownership or making an equity investment of at least $1,000,000; submitting a comprehensive business plan; actively managing the business while residing in PEI; and signing an escrow agreement with a $200,000 deposit. Applicants must invest at least $150,000 for a minimum ownership of 33.3 percent voting shares.

The Work Permit Category
This category is for foreign nationals who come to Prince Edward Island on a work permit to gain hands-on experience in managing a business before completing their investment. Requirements include obtaining a PEI work permit, submitting a detailed business plan, actively operating the business while residing in the province, signing a performance agreement outlining investment commitments, and investing a minimum of $150,000.

PEI PNP – Labor Impact Pathway
The Labor Impact Pathway is designed for foreign nationals who have received a job offer from a Prince Edward Island employer. This pathway addresses the province's labour market needs by nominating skilled workers and critical workers who can contribute to local industries. The Labor Impact Pathway is divided into the Skilled Worker Category and the Critical Worker Category, each with specific eligibility criteria aligned with PEI's economic priorities.

Skilled Worker Category
Applicants under the Skilled Worker Category must meet several eligibility requirements. These include being within the eligible age range, holding a valid full-time job offer from a PEI employer in a skilled occupation, and having the job offer in a NOC TEER category that qualifies under the stream. Applicants must have valid immigration status if already in Canada, meet minimum education and work experience requirements, demonstrate sufficient settlement funds, and provide proof of language proficiency in English or French at the level required by the program. Meeting these criteria is essential for a successful provincial nomination under this category.

Critical Worker Category
The Critical Worker Category targets semi-skilled and unskilled workers who can fill positions in sectors such as food service, trucking, housekeeping, and general labour. Eligibility requirements include being between 21 and 59 years of age, holding a valid work permit, having at least two years of full-time work experience in PEI (or one year if in a designated sector), maintaining lawful status in Canada, and having completed at least a high school education. Applicants must demonstrate settlement funds, hold a long-term full-time job offer from a PEI employer in a NOC TEER 4 or 5 occupation, and meet minimum language proficiency—typically IELTS with at least 4.0 overall and minimum scores in each skill (reading, writing, listening, speaking).

PEI PNP - Express Entry Pathway
Prince Edward Island selects candidates from the federal Express Entry pool based on provincial labour market needs. A Notification of Interest (NOI) from PEI can be received without a job offer, though having a valid job offer may strengthen an application.
To qualify, applicants must have an active Express Entry profile and meet the requirements of at least one federal economic immigration program. This includes the Federal Skilled Worker Program (minimum high school education, one year of continuous skilled work experience in NOC TEER 0, 1, 2, or 3, and CLB 7 in English or French), the Canadian Experience Class (one year of skilled work experience in Canada within the last three years), or the Federal Skilled Trades Program (two years of experience in a skilled trade and a valid job offer or certificate of qualification). Successful provincial nominees receive 600 additional CRS points, significantly improving their chances of receiving an Invitation to Apply for permanent residence.
